Recently, the Henan COVID-19 Command Center issued the Health Code Rules, answering some questions of public concern, such as whose health code will turn yellow and how the yellow code can be changed into a green code.
The Henan Health Code is based on health data reported by residents or people who have returned to work. After the information has been submitted online and verified by a background check, applicants are assigned an exclusive QR code. This code can be used as an electronic certificate of a person's health information for dynamic management, and it is mutually recognized in all regions of China.
health code classifies someone as having a green code, yellow code, or
red code. A green code means that no abnormality has been found
and normal access is allowed; a yellow code means that further
investigation or an at-home health test is required, while a red code
indicates a need for isolation in designated medical institutions or
centralized isolation for medical observation. Administrative
departments at all levels will strictly follow up with and manage those
with red codes, and take all necessary measures such as isolation,
treatment, and testing to prevent any spread of the virus.
For those travelling to Henan from abroad, their health code will initially be red
during the first 14 days of centralized quarantine from their time of
entry. If all nucleic acid test results come back negative during this
period, they must then stay at home for health monitoring for a further
week during which time their health code will be yellow. If all nucleic acid test results are negative during this period, their health code will then turn green.
If those with green or yellow
codes test positive on a nucleic acid test, or they are identified as
close contacts or secondary close contacts of confirmed cases, their
health code will turn red.
Confirmed cases will be given a red health code during hospitalization and the 14-day medical observation required after discharge, while asymptomatic cases will have a red code during their centralized quarantine and 14-day medical observation period at home. Upon completion, if they receive a negative nucleic acid test result, their health code will turn yellow for the next 14 days, and if their final nucleic acid test is still negative, their health code will turn green. The whole process lasts 28 days from diagnosis to green code.
For close contacts of confirmed cases and asymptomatic cases, their health code will turn red for the duration of the 14-day quarantine period, and if all nucleic acid test results are negative, they must stay at home for health monitoring for another week with a yellow health code. At the end of the monitoring period, if all nucleic acid tests are negative, their health code will turn green.
For secondary close contacts of confirmed cases and asymptomatic cases, their health code will turn red
for the duration of the centralized quarantine period; upon completion,
if the nucleic acid test results are all negative, their health code
will turn green.
people who were in the same place at the same time as confirmed cases,
residents in high-risk areas, and high-risk people identified from the
contact-tracing of confirmed cases, their health code will turn yellow
at the same time. If a negative nucleic acid test certificate is issued
or code change application materials are approved by the command
centers at all levels, their health code will be changed to a green
code. If their nucleic acid test comes back positive or they are
identified as close contacts or secondary close contacts of a case,
their health code will turn red.
