On the third anniversary of the building of the Zhengzhou-Luxembourg "Aerial Silk Road", the Zhengzhou-Luxembourg "Aerial Silk Road" Symposium and Launch Ceremony of BAA (China) Training Center was held in Zhengzhou on June 14, for the purpose of fully implementing guidelines of the General Secretary Xi Jinping on supporting the building of the Zhengzhou-Luxembourg "Aerial Silk Road", summarizing achievements and experience of the "Aerial Silk Road", deepening opening up, and seeking cooperative development to further push forward with the "Aerial Silk Road" on a solid basis.

Xavier Bettel, Prime Minister of Luxembourg, François Bausch, Deputy Prime Minister of Luxembourg, Vladislav Kondratovic, Vice Minister of Transport and Communications of Lithuania, and Vygaudas Usackas, Former Minister of Foreign Affairs of Lithuania gave video speeches.

Wang Guosheng, Secretary of the CPC Henan Provincial Committee attended the meeting. Yin Hong, Governor of Henan Province delivered a speech. Liu Shaoyong, Chairman of China Eastern Airlines, and Ma Xulun, General Manager of China Southern Airlines also made remarks.

Prior to the meeting, Wang Guosheng met with Luxembourg Ambassador to China Marc Hübsch and Lithuanian Ambassador to China Ina Maeciulionyte.

Wang Guosheng said that Henan is a province with large population, robust economy, and powerful emerging industries, and enjoys huge market potential and development advantages. Recently, the whole province has fully acted upon instructions of the General Secretary Xi Jinping on supporting the building of the Zhengzhou-Luxembourg "Aerial Silk Road" and general requirements of "building a logistics hub that connecting China and the rest of world and radiating the eastern, central and western regions", taken the "global buying and selling" as the strategic goal and the "Aerial Silk Road" as the guide, and worked to form a new opening-up pattern featured by coordinated development of "four silk roads" – Aerial Silk Road, Land Silk Road, Online Silk Road and Maritime Silk Road. Since the outbreak of covid-19, Henan, under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping at its core, has actively taken on its due responsibilities, firmly built a defensive mechanism to protect safety and health of the general public, made positive response to the impact the epidemic, and kept the "Aerial Silk Road" in continuous running to ensure the China-Europe air channel is unblocked, contributing much to the building of a community of common health for mankind. Henan will stay committed to the strategy spearheaded by opening-up, make opening up a catalyst for reform, development and innovation, promote the "Aerial Silk Road" steadily, and open its door wider and wider to the outside world. Henan hopes to increase cooperation with Luxembourg and Lithuania in more areas and achieve mutually beneficial and win-win results at a higher level. Yin Hong said in his speech that in recent years, Henan has pursued the coordinated development of Aerial Silk Road, Land Silk Road, Online Silk Road and Maritime Silk Road, basically forming an opening-up pattern featured by four silk roads; in particular, the "Aerial Silk Road" has become a strategic breakthrough for Henan to open wider to the outside world. Since the epidemic outbreak, a large number of globally needed anti-epidemic materials have been shipped to all parts of the world through the Zhengzhou-Luxembourg "Aerial Silk Road", which is the best testimony to the Community of Shared Future for Mankind. Yin Hong proposed that while consolidating the existing cooperation results, the two sides will continue to deepen cooperation in the aviation, open Zhengzhou-Luxembourg passenger air routes, expand cargo air route network, and accelerate the development of aviation training and other special industries; strengthen cooperation in the financial sector, establish a Zhengzhou-Luxembourg financial cooperation development platform and a long-term and efficient communication mechanism, and jointly set up an "Aerial Silk Road" fund; promote cooperation between Henan and Lithuania in freight trains and cross-border trade; enhance pragmatic cooperation in culture, tourism, education and other fields.

Xavier Bettel, Prime Minister of Luxembourg, said in his speech that Henan is the birthplace of Chinese civilization, and the home to four ancient capitals among the eight ancient capitals of China. In recent years, Zhengzhou, the capital of Henan has grown into a modern logistics center and an international business center. Luxembourg at the other end of the "Aerial Silk Road" lies in the heart of Europe. In the past three years, through the joint efforts of both sides, a world-class air logistics ecosystem is rising sharply. The two sides have enormous potential and opportunities for cooperation and development. During the epidemic, the Zhengzhou-Luxembourg "Aerial Silk Road" has become a lifeline of Luxembourg and other European regions, bringing them timely help. On March 22, an aircraft of Cargolux Airlines International loaded with emergency medical supplies donated by Henan Province flew from Zhengzhou to Luxembourg, with a sentence of "Friendship has no borders, and we are with each other though far apart" posted on the boxes, which best explains our joint efforts in the building of the "Aerial Silk Road". The "Aerial Silk Road" has become a bridge of friendship connecting all countries in the world.

François Bausch, Deputy Prime Minister of Luxembourg, said that this cooperation is particularly successful, and it is a win-win move for both China and Luxembourg. Thanks to the implementation of Zhengzhou-Luxembourg "dual hub" strategy, Cargolux Airlines International has become an important cargo airline connecting China with Europe and even with other regions of the world, providing strong support for the progress of the "Belt and Road" Initiative. We hope that we can work together to create the future and promote China-EU connectivity through unremitting efforts.

Vladislav Kondratovic, Vice Minister of Transport and Communications of Lithuania, said that he was very pleased to witness the important cooperation results of Lithuania and China in the aviation industry. The launch of BAA (China) Training Center by Lithuania and Henan Civil Aviation Development & Investment Co., Ltd. is of great significance to help Lithuania and China carry out mutually beneficial dialogues in the fields of transportation and logistics. Through the joint efforts of both parties, we will surely connect the world in a safer, more effective and more reliable manner, and further deepen cooperation between the two countries in the field of aviation.

Vygaudas Usackas, Former Minister of Foreign Affairs of Lithuania and Director of AviaAM, said that the cooperation between Henan Civil Aviation Development & Investment Co., Ltd. and AviaAM has withstood the test of the epidemic and created a miracle. We look forward to the successful cooperation between Henan Civil Aviation Development & Investment Co., Ltd. and AviaAM in building BAA (China) Training Center, and the BAA (China) Training Center will become a new cornerstone for closer relationship between Henan Civil Aviation Development & Investment Co., Ltd. and AviaAM.

Luxembourg Ambassador to China Marc Hübsch said that three years ago, we launched the Zhengzhou-Luxembourg "Aerial Silk Road" project and established an aerial bridge between China and Europe. During the epidemic, medical supplies exchange between the two countries has successfully transformed the "Aerial Silk Road" into a "healthy silk road." I hope that cooperation between the two sides will be further strengthened, and advantages will be brought into full play to expand the "Aerial Silk Road".

Lithuanian Ambassador to China Ina Maeciulionyte said that Lithuania is a gateway to the Europe. In recent years, Lithuania's economy flourishes in many areas, and especially transportation and logistics have accounted for 12% of Lithuania's GDP. I hope that Henan Province and Lithuania will exert their respective advantages to further enhance cooperation in air freight and rail freight. I firmly believe that the launch of this training center will make new contributions to the future development of the aviation industry.

At the launch ceremony of BAA (China) Training Center, Henan Civil Aviation Development & Investment Co., Ltd. signed a memorandum of cooperation with French SIMAREO, China Southern Airlines, and Anyang Institute of Technology, and the guests watched the operation of the simulated aircraft.

Relevant persons in charge of the Department of European Affairs and the Department of Economic Cooperation of the Ministry of Foreign Affairs, Chinese Ambassador to Luxembourg, and Chinese Ambassador to Lithuania delivered a video speech or written speech. Relevant official with the CAAC Central and Southern Regional Administration and experts from Peking University and Renmin University of China delivered speeches during the symposium.
