On Nov. 4, the 2019 Henan-Luxembourg Belt and Road Economic Forum opened in Zhengzhou. Themed with “Financial Services and International Trade under the Aerial Silk Road”, this forum was designed to strengthen communication with the Luxembourg Chamber of Commerce, open Henan wider to the outside world, make full use of the great potential and policy advantage of Zhengzhou-Luxembourg “Aerial Silk Road” to deepen the cooperation and exchanges between Henan and Luxembourg under the framework of the “Belt and Road” Initiative, and explore new opportunities for deeper cooperation.

In 2018, Henan's GDP was 4.8 trillion yuan, and the economic aggregate maintained fifth in the country. The first three quarters of 2019 continued to see a steady and rapid development: the GDP increased by 7.4%, and the added value of industrial enterprises above designated size rose by 7.9%. In recent years, with great support of the central government, Henan has taken the active participation in the “Belt and Road” at the core of opening up, given full play to the comparative advantages of location, transportation, market and resources, and advanced the linkage of five zones namely Zhengzhou Airport Economy Zone, China (Henan) Pilot Free Trade Zone, Zhengzhou-Luoyang-Xinxiang National Innovation Demonstration Zone, Cross-border E-Commerce Pilot Zone and Big Data Comprehensive Pilot Zone. Henan would strengthen the collaboration of aerial, land, online and maritime silk roads, accelerate the construction of a new all-round opening-up pattern which is marked by complete functions, concentrated elements, booming industries, interconnection and sound environment, and promote high-quality economic and social development with a higher level of opening up.

The Grand Duchy of Luxembourg is located in the heart of Europe, known as the “crossroads” in Europe and the “second largest financial center” in the world, and it is also an important aviation hub and land hub in Europe. In March this year, China and Luxembourg signed a “Belt and Road” MoU, marking a new level of exchanges and cooperation between the two sides. By taking such a favorable opportunity, Henan has strengthened its cooperation with Luxembourg. Especially since 2014, Henan and Luxembourg jointly built Zhengzhou-Luxembourg “Aerial Silk Road” based on the partnership between Henan Civil Aviation Development & Investment Co., Ltd. and Cargolux Airlines International, writing a new chapter in the history of international civil aviation industry.

Now the Zhengzhou-Luxembourg air route has covered nearly 200 cities in 23 countries in Europe, North America and Asia, forming a network of “three continents connected by a point, and Europe and America linked by a line”. A distinctive new opening-up pattern in inland China is taking shape, and opening up has become Zhengzhou's most beautiful name card.

In recent years, Zhengzhou has worked to “build a logistics hub connecting domestic and foreign markets, and radiating eastern, central and western regions of China, thus contributing to the Silk Road Economic Belt”, moved towards the goal of “global buying and global selling”, and opened the door wider to the world with a global vision and an international thinking.

Next, in order to help Henan grow into a pacesetter of opening up, Zhengzhou, guided by internationalization and modernization, will further promote the reform, innovation and development through high-level opening up, quicken the pace of building Zhengzhou National Central City, and make new and greater contributions to the prosperity of the Central Plains and the rise of the Central China.
